I saw this lesson in a winter issue of Arts & Activities magazine.  Students used pastels to create a colorful sky and then painted in a black fence.  To create the birch trees students dipped the edges of corrugated cardboard in black paint and dragged across a different piece of paper.  Students cut out the trees and then glued them over their sky.  I then sprayed on "snow" by mixing some white tempera and water in a spray bottle.  The results were AWESOME,  I even had teacher asking if they could do the lesson!
